If you have not already done so you should send to the Viceroy coples of the enclosures in your Despatch of the 2nd. with a request to reconsider matter and to send you an early reply. lnform me by telegraph of purport of this.
Bung should produce evidence of the payment
of the $50,000 mentioned in paragraph li of his declaration and copies of such evidence should go to Viceroy.

Has the Viceroy attempted to deal with the coal ? If it is situated close to the river can Gunboast anchor near ?
Communicate this telegram to the Governor of hongkong and ascertain privately whether he is willing to lend you services of Police to guard coal in case of necessity.
